A caller passed an argument this API cannot act on.

An unrecognized version constant, or an invalid scope, slot, or site id. Distinct from the codes above in cause rather than in severity: those describe a runtime condition a correct caller can still hit (a name that failed validation, an unavailable key), while this one only ever means the calling code is wrong. Every site that returns it also calls _doing_it_wrong(), so the mistake is visible in development rather than only in a return value the caller may not be checking.
